What is a Medicare Savings Program?

Medicare can offer a broad range of coverage for healthcare services, but for some, the costs that are not covered by Medicare can be too much to pay out-of-pocket. These costs can include premiums, deductibles, coinsurance, and copayments. However, with a Medicare Savings Program, these out-of-pocket costs do not have to be of concern.

QMB Program

With the Qualified Medicare Beneficiary (QMB) Program, you will receive coverage for many out-of-pocket costs, including Part A and B premiums, deductibles, coinsurance, and copayments. If you are eligible for the QMB Program, you are automatically eligible for the Extra Help prescription drug program. This program helps you save money on your prescriptions

SLMB Program

The Specified Low-Income Medicare Beneficiary (SLMB) Program offers less coverage than the QMB Program. It only provides coverage for the Part B premium. 

Like the QMB Program, if you are eligible for the SLMB Program, you are automatically eligible for the Extra Help prescription drug program.

This program is designed to provide coverage for those enrolled in Part A and have limited income and resources.

QI Program

The Qualifying Individual (QI) Program is similar to the SLMB Program as it only offers coverage for the Part B premium and is meant for those who are enrolled in Part A and have limited income and resources.

However, to continue receiving benefits from the QI Program, you must apply every year. The applications are also on a first-come, first-served basis, with top priority given to those who received QI benefits from the previous year.

If you qualify for Medicaid, you are not eligible for the QI Program. However, if you are eligible for the QI Program, you are automatically eligible for the Extra Help prescription drug program.

QDWI Program

The Qualified Disabled and Working Individuals (QDWI) Program only provides coverage for the Part A premium. To qualify for the QDWI Program, you must fall under one of the following scenarios:

  • You’re under 65, disabled, and working
  • You no longer had premium-free Part A when you went back to work
  • You do not receive medical assistance from your state
  • You meet the income and resource limits that are required by your state

How Can I Apply?

If you have or are eligible for Medicare Part A, have an income that is below the income limit, or have limited resources below the limits listed by your state, you could qualify for a Medicare Savings Program. To apply, call your State Medicaid Program or fill out an application to determine your eligibility and receive help for your out-of-pocket costs.
